3)Outer City Area
This suburban new town area which was developed for low income classes in the 1960s and 1970s is composed of low-to-medium-density development zones where job opportunities are comparatively few and living is the main function.
4)Edge City South-East
Composed of Khayelitsha and other residential districts, urbanization has advanced in recent years, however, poor job opportunities and a lack of decent urban functions are regarded as issues requiring attention.
5)Edge City South-West
This Cape Peninsular area includes residential development districts such as Hout Bay and Constancia, etc. Topographical limitations have meant that the area has developed in the form of a belt stretching along main roads.
6)Edge City North
Table View and other residential development zones make up this area.

(2)Figure 2-5 illustrates the trends of urban development in the metropolitan region. The following features can be recognized.
1)Cities forming the exterior metropolitan region (Paarl, Wellington, Stellenbosch, Somerset West, Strand, etc.) each possess their own unique historical background of urban growth and are progressing towards urban development in the form of preservation areas.
2)Turning one's attention to the south of the metropolitan region, one can see a concentration of large slum areas mainly in the southern to eastern districts. The indiscriminate spread of the suburban sprawl in these areas is starting to have worrying effects on flood basins and the surrounding natural environment.
3)Planned and unified development can be seen along the Tygerberg Arm and Southern Arm, the two urban routes with excellent access to the city center. Central and sub-central zones are being formed around both these arms.
